Programme
Delta Child and Youth Committee

Andrea Lemire

Laura Dixon welcomed Andrea, chairperson of the Delta Child and Youth Committee (CYC)  a vital link in having various agencies and institutions brought together in order to help people. Her use of an evidence-based approach to children's needs helps to direct resources to where they are most effectively used. Andrea was a recipient of of a Rotary scholarship that helped her launch her professional career.

Delta's Child and Youth Committee that has been in operation for the past 25 years has as its goals :
.improving the collaboration of agencies dealing with youth (ages 0-18)
.creating local awareness of youth issues and services
.co-ordinating activities in order to fill in any gaps in human services

Andrea defined the early years as of a child's development as being critical to success throughout life. Enriched experiences at a time when brain development is at its most active stage will have a major impact.  To assist workers and teachers in monitoring this early development an instrument has been created. The early development instrument (EDI) measures child development in the areas of :
          .physical health
          .social competence
          .emotional ability
          .language and cognitive
          .communication
Much data has been gleaned from this instrument in the last 15 years. The information  that is gathered is expressed as vulnerabilities that show how children are doing in each of the above areas. This is collected in various parts of  Delta and in comparison with other areas in the province. Vulnerable fields then drive the types of support that are directed to where they will do the most good.  The results of the data are available on the web site deltakids.ca for use by parents and professionals alike.

Ginny Lowood thanked Andrea for her work at  CYC and her leadership role in the important field of early childhood development. Andrea's presentation was most instructive for all of us and proving that we made a good investment in selecting her for a Rotary scholarship years ago.
